PURPOSE: A planar heating element and a manufacturing method thereof are provided to reduce manufacturing cost of the planar heating element by manufacturing the planar heating element without using an etching agent and alkaline aqueous solution for removing etching registers.CONSTITUTION: A specific layer pattern(20) for covering an insulation sheet(10) is printed on the insulation sheet by using water soluble metallization resist ink. Then the insulation sheet is dried. One of gold, silver, and copper is deposited or plated on a region, which is not covered by the layer pattern, to form a specific electrode pattern(30). The layer pattern is rinsed by using hot water, and the electrode pattern is dried. A PTC(Positive Temperature Coefficient) paste(40) is printed in a specific shape on a region, where no electrode pattern is formed, on the electrode pattern and the insulation sheet.
